EXETER ? the Exeter High School golf team opened its season on Wednesday with a pair of Division I victories at Exeter Country Club.

The Blue Hawks shot a team total of 210, beating Nashua North (226) and Merrimack (232).

Eric Zorn shot a 4-over-par 39 for the Blue Hawks, while Kyle Gagne (42), Tyler Russ (42), Nate Kingsley (43) and Cam Johansson (44) all figured in the Exeter scoring.

Nashua North?s Jon Stevens shot a medalist round of even-par 35.

PORTSMOUTH ? Stacey Kent scored a game-high 21 points as NuSkin advanced to the championship game of the Portsmouth Recreation Department women?s basketball league with a 70-51 victory over Summer Sessions Wednesday at the Connie Bean Community Center.

NuSkin will meet old Ferry Landing in tonight?s championship game at the Connie Bean Community Center. Game time is scheduled for 8 p.m.

BOSTON (AP) ? the Boston Celtics have re-signed forward Jeff Green.

Green missed all of last season after a physical exam revealed an aortic aneurysm. He underwent surgery and became a free agent before signing Wednesday.

ACNA joins amicus brief in religious liberty appeal

The Anglican Church in North America (ACNA) is joining an amicus curiae brief filed by the Christian Legal Society and other religious organizations in a religious liberty case currently on appeal to the U.S. Supreme Court of Appeals for the Second Circuit.

The ACNA and the other organizations involved in this litigation are seeking favorable resolution in the issue over whether churches may be denied the chance to lease public school facilities on weekends and evenings for religious worship services.

Other community groups are currently allowed to lease these same facilities for other uses, including "non-worship" religious speech and activity.

"Many of our congregations are without a building, thus there are few places we can meet," said Fr. Russell Martin of Christ the King Anglican Church in San Diego, CA.

"We have been worshipping in an elementary school for six years and have developed a wonderful relationship with the teachers and staff even providing support to classrooms out of respect for being allowed to use the facility."

In October 2011, the ACNA joined an earlier amicus brief filed by the Christian Legal Society and others in support of the Bronx Household of Faith's petition for certiorari in the U.S. Supreme Court, seeking appellate review of an earlier decision by the Second Circuit that was hostile to religious liberty.

Most recently a federal District Court in New York ruled in favor of Bronx Household of Faith, forbidding the Board of Education of the City of New York to enforce a policy that would prohibit Bronx Household of Faith from holding Sunday religious worship services in a public school.

New York has since appealed this decision to the Second Circuit.

This issue is very important to the ACNA because of its strong commitment to religious freedom and because a number of its churches use public facilities for religious worship services.

"It's vital for the Church to take a stand on this, because this is just the beginning of an infringement on our civil liberties, including our right to assemble and the free exercise of religion." said Fr. Martin.

"It would be a bad precedent for the Second Circuit to set if they rule in favor of New York because it would severely impact our ability to gather for worship."

Those supporting this litigation are asked to remember the Anglican Church in North America in prayer.

Older Women Are Far More Generous Than Older Men, Study Finds ...

Women who are in their 50s or older are far more charitable than their male counterparts, according to a new study.

Women are more likely to give a bigger share of their income to charity, and in the highest income bracket the total sums they donate are more than two times as high as men in similar circumstances: For every $100 given by older affluent men, women of similar age, income level, and other characteristics donate $256, the study found.

Researchers at the Women?s Philanthropy Institute at Indiana University?s Center on Philanthropy based their findings on data provided by more than 1,100 single men and women. They compared people with similar incomes, number of children, education level, and other characteristics and grouped them by share of income donated to charity.

At every giving level, women were more likely to make donations and to give more money than men. The biggest difference was found among those who gave the most. About 19 percent of the women gave 3 percent or more of their incomes to charity, while just 11 percent of men gave that much.

Researchers say they hope the findings will change how fundraisers treat women.

?Women are still not asked to give as often as men are,? says Debra Mesch, director of the Women?s Philanthropy Institute.

The findings of the study, she adds, ?challenge the assumption of who is philanthropic. It?s not just Warren Buffett and Bill Gates.?

Lebanon Church Moved Across Street

Church can be a moving experience for some, but in Lebanon Wednesday, it was the church itself that was moving.

Work crews lifted the Redeemer Evangelical Church off its foundation and loaded it on a truck. The church was moved across Beaumont Highway and placed next to the parishioners' Fellowship Hall.

"Anxious and happy at the same time, said Rev. Scott Schuett, the church's pastor. "Anxious because I don't want it to tip over while they're moving it. Also excited knowing that we're able to expand our ministry."

The church was built with wood from an old schoolhouse destroyed and oak trees knocked down during the Hurricane of 1938.

Parishioners are in the process of raising $60,000 to cover the costs of the move.

Could Having an Affair With a Secret Lover Save Your Marriage ...

Cheating may be the secret to unlocking marital bliss.

This controversial advice comes from an academic who claims that a 'sour' view of cheating has weakened family life by encouraging couples to divorce.

British social scientist Dr. Catherine Hakim, author of the book The New Rules of Marriage: Internet Dating, Playfairs and Erotic Power, argues that rather than having an unyielding and intolerant opinion on extramarital affairs, British couples be more like the French and learn to be more liberal with their lovers.

Hakim says that people should meet secret lovers for casual encounters just as frequently as they dine out in nice restaurants with their long-term partners.

Hakim, who was educated in France and is also a bestselling author, compares fidelity and long-term exclusivity in relationships to "traps" which turn people into "caged animals" and advises that married couples look to the French, which she calls "masters of seduction" and ?experienced libertines? who have a "philosophical approach to adultery," and loosen their opinions about sex outside of the marriage.

The former London School of Economics social scientist who also previously wrote for the think-tank the Center for Policy Studies also provoked controversy in 2011 with a book encouraging women to exploit their "erotic capita" to get on life.

In her newest book, The New Rules of Marriage: Internet Dating, Playfairs and Erotic Power, she calls adulterous affairs ?parallel relationships? and ?playfairs? and extramarital lovers "playmates."

Hakim claims that there "successful affairs" where both parties are happier but no one gets hurt does exist, and notes countries like France and other southern European nations with more liberal attitudes to marital betrayal also have lower divorce rates.

She also praised Japan with its Geisha culture and greater acceptance of pornography in contrast to "killjoys" in Britain and America.

?Sex is no more a moral issue than eating a good meal,? she writes. ?The fact that we eat most meals at home with spouses and partners does not preclude eating out in restaurants to sample different cuisines and ambiences, with friends or colleagues."

?Anyone rejecting a fresh approach to marriage and adultery, with a new set of rules to go with it, fails to recognize the benefits of a revitalized sex life outside the home,? she adds.

Hakim argues against traditional morality about sex and accuses relationship counselors and therapists of trying to "pedal a secret agenda of enforced exclusive monogamy?.

The internet, where people can easily find new lovers, is changing human sexual behavior on a par with the introduction of the contraceptive pill.

Adultery is now simply the ?21st century approach to marriage," she wrote.

She argues that rather than growing bitter, cheated husbands and wronged wives would be better off if they accepted infidelity and tried it out for themselves.

Hakim said that having an affair often makes people "nicer" and more appreciative of their long-term partners, and may even reduce the incidence of sexual harassment cases in the workplace.

?Affairs like sex itself get a negative press in Anglo Saxon countries where they are regarded in pejorative terms such as ?infidelity?, ?adultery?, ?cheating? and ?dishonesty?," she writes. ?It is an approach to relationships that turn marriage into a prison, by insisting that marriage entails absolute sexual fidelity."

She argues that society's puritanical views on sex in the current age will only result in soaring divorce rates and a lifetime of unhappy serial monogamy.

She recommends that people in celibate marriages alter their perception to see that their situation is something that can and should be remedied, instead of being something to put up with.

The collection includes eight new shades, including a special hue, Grege #169, proceeds from which benefit her charity of choice, the Free the Children Association.

States cutting the most government jobs

Lawmakers inside California's capitol have had to make hard decisions because of the state's massive budget deficit. And they'll continue to have to.

?Between June 2011 and June 2012 the nation added more than 1.7 million jobs. At the same time, the number of government jobs fell by more 200,000. While the national economy has improved since the Great Recession, a number of state economies continue to struggle. In response to a stalled recovery and shifting political pressure, many states are doing the unthinkable: cutting government jobs.

Facing budget deficits, the most common state cuts were targeted cuts to particular programs, like K-12 education and Medicaid, according to a report published jointly by the National Governors? Association and the National Association of State Budget Officers (NASBO). Reducing government jobs was less common, ahead of salary or benefit reductions and behind reducing funding to municipalities. Based on the recent state budget report, 24/7 Wall St. identified the 15 states that have included cutting government jobs as part of their fiscal year 2012 budget balancing strategy.

Historically, cutting government jobs has been a budget cut of last resort. ?States go to great lengths to avoid layoffs? NASBO Executive Director Scott Pattinson told 24/7 Wall St. in an interview. Politically, it is often extremely unpopular, and financially, it is not always the best strategy. Firing state government workers often does not result in money saved in the short term, he explained. Once required benefits and severance are included, states may not see savings for at least a full fiscal year.

However, a number of these states are in serious trouble. According to Brookings senior fellow of economic studies, Gary Burtles, in many cases, the state has no other option. Declining tax revenues due to a foundering economy result in budget shortfalls. States are forced to either raise taxes, something that is politically unthinkable or?procedurally?challenging, or make cuts. According to Burtles,??California has other kinds of constraints, certainly constitutional constraints, to raise taxes, so a tough economic time is one in which they would be more inclined to cut public spending.?

And a review of analysis by the Center on Budget and Policy Priorities indicates that many states have no other choice. In several of these states, tax revenue declined substantially. Sales tax revenue fell by more than 30 percent in California between 2011 and 2012. During same period, corporate income tax revenue in Michigan fell by nearly 70 percent. Nevada, California, Oregon and Washington, each of which planned layoffs as part of their 2012 budgets, are in the top five for the largest deficits as a percentage of their total budget.

Balancing the budget, however, is just one reason behind state government layoffs. States appear to be using layoffs not only to close large deficits, but also because changing political winds may now encourage it. While many of the states cutting government jobs had significant budget shortfalls for fiscal year 2012, others were in much better shape.

States such as Missouri, Nebraska, Massachusetts and New Mexico all had among the smallest deficits as a proportion of their budget in the country in 2012. Burtless explained that politics may influence layoffs in some of these states. ?A lot of states in 2010 got more conservative legislatures and governors, and those governors and legislatures have been acting on a political view that says that in order to make room for more private sector jobs, we have to scale back public sector jobs.?

The number of people employed in local government or state government positions fell in most of the 15 states on this list, according to unemployment data from June 2011 to June 2012. However, in some cases, the net number of government jobs actually increased. Pattinson explained that this is partially due to the fact that state governments are cutting positions that may have already been vacant. States can also hire new employees for some positions while cutting them in others.?Despite the fact that several of the 15 states added jobs overall, all 15 cut jobs in at least one specific area, whether it be local education jobs or state government positions. While local jobs were not considered in the budget report, state cuts in local funding regularly prompt local job cuts.

Based on the Spring 2012?Fiscal Survey of States report, released jointly by the National Governors? Association and the National Association of State Budget Officers, 24/7 Wall St. identified the 15 states that included layoffs as part of a strategy to balance FY 2012 budgets. We also looked at changes in unemployment at the state as well as state and local government job levels from June 2011 to June 2012. We relied on?Center on Budget and Policy Priorities?for additional budget data, including shortfalls.

These are the states that are cutting the most government jobs.

1. Alabama

Between June 2011 and June 2012, Alabama netted a loss of 9,900 state government jobs, or 9.3 percent of the state?s government workforce -- the highest percentage of any state. The state also planned to reduce job benefits for many of those still employed. These labor?expenses?reductions were part of Alabama?s broader strategy to address its budget shortfall. The plan also included across-the-board cuts to numerous state programs for a total of $1.2 billion for the fiscal year 2012. Meanwhile, corporate income tax receipts were estimated to have reached some $417 million, a 43.23 percent increase from the 2011 fiscal year.

2. California

Between June 2011 and 2012, California added roughly 275,600 jobs, a 2 percent increase in general workers, as the state unemployment rate fell from 11.9 percent to 10.7 percent. Excluded from this job recovery was local government, which saw a net decline of about 29,200 jobs. In fiscal year 2012, California faced the nation?s largest total budget shortfall of $23.9 billion. This deficit was more than twice as large as that of any other single state. Though the state used a large number of methods to reduce this deficit, including salary reductions and cuts to local aid, California is projected to face a budget gap of $15 billion in fiscal 2013. There may still be some room to make job cuts: despite planning for layoffs and salary cuts in fiscal 2012, there were only 700 fewer state government employees compared to a year prior.

Connecticut only added some 9,200 jobs overall between June 2011 and 2012, raising the number of jobs in the state by just 0.6 percent, less than 40 other states. However, the?state?s?government had to tackle a budget shortfall of $3.2 billion for fiscal 2012, or 17.1 percent of the budget -- the nation?s 12th-largest percentage shortfall. Given?poor job growth, from June 2011 to June 2012, Connecticut?s state government eliminated?approximately 600 jobs, while localities cut 2,600 positions. Connecticut also opted to reorganize state agencies and reduce employee benefits to meet budget requirements.

4. Florida

Florida?s unemployment rate fell by 2.1 percentage points, from 10.7 percent in June 2011 to 8.6 percent the next year -- one of the largest improvements nationwide. As with other states on this list, however, the labor market did not improve for Florida?s government employees. To help eliminate a $3.7 billion shortfall when drafting its fiscal 2012 budget, Florida planned to lay off state workers, cut state employee benefits, reorganize agencies and privatize certain operations. From June 2011 to June 2012, the state eliminated roughly 6,600 state jobs, a 3.16 percent drop -- the third-largest percentage decrease in state government employees nationwide.

5. Maryland

However, there was no such increase in state government employees, as the state cut about 2,900 jobs, or 2.72 percent of state workers. Those who kept their jobs potentially faced planned salary reductions and benefit cuts. The state did this even though its budget shortfall was only 9.5 percent of its fiscal year 2012 budget, smaller than more than half of the states that faced shortfalls. While Maryland?s sales tax receipts rose by nearly 10 percent in 2012 from fiscal year 2011 -- a larger increase than more than all but two other states -- the state again faces an expected total budget shortfall of 7 percent its 2013 fiscal year budget. Despite these cuts at the state level, Maryland has added 3,800 local government employees over the year ending in June 2012.
