The 6430u crams a 14-inch, 1366 x 768 matte display into its 13.3-inch chassis, and users have the option of Ivy Bridge Core i3, i5 and i7 silicon with vPro, up to 8GB of RAM and up to 256GB worth of solid state storage. Naturally, there's 802.11 b/g/n WiFi, Bluetooth and mobile broadband available for wireless connectivity. Unfortunately, we can't tell you how much Dell's new business computers will cost, but we do know that they'll be available when Windows 8 is, which is to say late October.

A year later my parents bought me a NES for my birthday and it was on like Donkey Kong! I didn't know it then, but the practice of plucking away at 8-bit classics would be the foundation for my love of gizmos and gadgets.

NEW YORK (AP) ? The numbers say there isn't much difference in the NFL with replacement officials. Comments from players and coaches say otherwise.

As fan outrage grows over calls and non-calls, delays in doling out penalties and indecision by the replacements, statistics show strong similarities between the number of flags thrown this year by the temporary crews and last year by the guys who currently are locked out.

The NFL knows things are far from perfect ? something that could have been predicted with officials whose recent experience typically was not even at the highest college levels. But things are never perfect with the regulars, either, and the league shows no sign of being forced back to the negotiating table because of the criticism.

"We are going to continue to do everything possible to raise the level of performance of the current officials" through training tapes, conference calls and meetings, NFL spokesman Greg Aiello said Wednesday.

The league does that with the regular officials, too.

One point of emphasis this week will be game control and making sure players are penalized for unnecessary actions ranging from roughness penalties to unsportsmanlike conduct.

Game control and simple professionalism by the officials have become key issues this week after complaints from a number of players.

"There's no doubt the integrity of the game has been compromised not having the regular officials out there," Giants linebacker Mathias Kiwanuka said. "We've got to get that taken care of."

Added Rams coach Jeff Fisher: "We just all hope, and I'm speaking on behalf of all 31 other head coaches, we hope they get something done. We're trusting that they will."

The Eagles' LeSean McCoy was stunned when one of the replacements told the All-Pro running back he was on the official's fantasy football team. The league prohibits its game officials from playing fantasy football.

"I'll be honest," McCoy said, "they are like fans."

What the fans seem most annoyed with is the lack of pace to games, most notably Monday night's win by the Falcons over the Broncos that dragged on past midnight. That's about the only area where, statistically, the replacements have been far inferior.

Average time of game is about six minutes longer in 2012 than in 2011, and with only one overtime game in the opening two weeks ? same as last year ? extra periods can't be blamed. More likely, the time it takes to properly administrate penalties throughout the game is the cause.

The league has a supervisor in the press box and an alternate official on the sideline to help in that area. But it's been a struggle.

"It's a combination of everything," said Fisher, who has served on the NFL's competition committee for most of his coaching career. "Most of them are not (from) Division I. They're all doing the best they can but it's a combination of everything: it's the speed, it's the differences in rules. We just hope they're able to put things together as soon as they can."

The perception seems to be flags are flying indiscriminately. And yet:

? The average number of penalties per game is down from 15.2 to 14.7.

? On player safety calls, such as roughing the passer; unnecessary roughness, including hitting defenseless players; and, face-mask or horse-collar violations, the calls are nearly even: 75 this year, 74 last.

? Instant replay reviews are way up, an increase of 16. But the percentage of reversals is way down: 23 this year out of 62 as opposed to 21 of 46 in 2011.

? Defensive pass interference and illegal contact penalties are up, but only from 48 to 51, surprising because of the hubbub raised on the airwaves about the lack of such calls.

Offensive players believe the replacements are concentrating on pass interference penalties against them, not against defensive backs. The numbers: six such calls this season to nine through two weeks last year.

"It's frustrating because I think there was no offensive pass interferences called the whole preseason, so that's kind of what they've been emphasizing," said Vikings receiver Percy Harvin, who believes he was victimized by "a terrible call" of offensive interference in a loss Sunday at Indianapolis. "It wasn't just our game but a lot of offensive pass interferences called. It just seemed like they were gunning for the offensive pass interferences this week.

"It's frustrating not knowing exactly what they are looking at, but we can't worry about that. We have to adjust to the game and be ready to go from there."

Where does the officiating situation go from here? No negotiations with the NFL Referees Association are planned, and the NFL has drawn up a schedule to use the replacements for five weeks, if necessary.

That bothers Giants defensive end Justin Tuck.

"I am not necessarily mad at the replacement officials," Tuck said. "I am more upset with the NFL for not handling this and taking care of this in due time."

Oil falls on economic concerns after stimulus rally

NEW YORK (Reuters) - Oil futures fell for a second straight session on Tuesday, weighed down by concerns about sputtering economic growth and indications that OPEC's top producer Saudi Arabia is working to drive down prices.

Crude futures extended the previous session's slide as investor focus shifted from the likely economic benefit of additional stimulus to the economic problems that prompted the U.S. Federal Reserve to launch its bond-buying program.

A senior Gulf source said Saudi Arabia is working to lower oil prices and is producing around 10 million barrels per day, putting additional pressure on oil prices.

"Unless there is a major supply disruption in the Middle East, there is nothing to push it higher," said analyst Andrey Kryuchenkov at VTB Capital. "Saudi will seek to drive it closer to $100 and everyone knows it."

Brent prices rose seven straight sessions before settling 2.4 percent lower on Monday, benefiting first from growing expectations that the Fed would act to bolster the economy, and subsequently from the actual launch of the stimulus program on Thursday after a two-day policy meeting.

Brent November crude fell $1.76 to settle at $112.03 a barrel, having dropped as low as $111.62, below the 200-day moving average of $111.87, a technical level tracked by traders.

U.S. October crude fell $1.33 to settle at $95.29 a barrel, below the 200-day moving average of $96.57. Tuesday's trading range was from $95.15 to $97.23. The October contract expires on Thursday.

U.S. November crude fell $1.33 to settle at $95.62.

U.S. total crude trading volumes were tepid, lagging the 30-day average by 4 percent. Brent turnover outpaced U.S. crude and surpassed Brent's 30-day average by 19 percent.

U.S. RBOB gasoline and heating oil futures dropped another 1 percent on Tuesday, after they matched crude futures' 2.4 percent drop on Monday.

Gasoline slumped 4.43 cents to settle at $2.8990 a gallon, leaving it well below the 200-day moving average of $2.9452 and in sight of the 100-day moving average of $2.8870.

U.S. retail gasoline demand in the two weeks to September 14 fell 1 percent from a year earlier as prices kept rising, according to a report from MasterCard.

Quasars: Mileposts marking the universe's expansion

ScienceDaily (Sep. 18, 2012) ? Scientists can't travel deep space the way Columbus sailed and charted the New World or Lewis and Clark mapped the west. But, researchers at Case Western Reserve University and two partnering institutions have found a possible way to map the spread and structure of the universe, guided by the light of quasars.

The technique, combined with the expected discovery of millions more far-away quasars over the next decade, could yield an unprecedented look back to a time shortly after the Big Bang, when the universe was a fraction the size it is today.

Researchers found the key while analyzing the visible light from a small group of quasars.

Patterns of light variation over time were consistent from one quasar to another when corrected for the quasar's redshift. This redshift occurs because an expanding universe carries the quasars away from us, thus making the light from them appear redder (hence the term), and also making the time variations appear to occur more slowly.

Turning this around, by measuring the rate at which a quasar's light appears to vary and comparing this rate to the standard rate at which quasars sampled actually vary, the researchers were able to infer the redshift of the quasar.

Knowing the quasar redshift enables the scientists to calculate the relative size of the universe when the light was emitted, compared to today.

"It appears we may have a useful tool for mapping out the expansion history of the universe," said Glenn Starkman, a physics professor at Case Western Reserve and an author of the study, published this summer in Physical Review Letters.

"If we could measure the redshifts of millions of quasars, we could use them to map the structures in the universe out to a large redshift."

The larger the redshift, the farther and older the light source.

The group plans to seek larger samples of quasars, to confirm the patterns are consistent and can be used to calculate their redshifts everywhere across the universe.

The work was led by De-Chang Dai, who earned his PhD working with Starkman and was most recently a member of the Astrophysics, Cosmology and Gravity Centre, University of Cape Town. The other authors include Amanda Weltman, PhD, a senior cosmology lecturer at the Centre, and brothers Branislav Stojkovic, a doctoral student in computer science and engineering, and Dejan Stojkovic, a physics professor at the State University of New York at Buffalo. Dejan Stojkovic also earned his PhD with Starkman and was later a visiting assistant professor at Case Western Reserve.

The scientists graphed the amount of light from 14 quasars recorded by the Massive Compact Halo Objects project, which sought evidence of dark matter in and around the Milky Way. Light from each quasar was measured repeatedly over hundreds of days.

Graphing revealed phases during which the amount of light would either increase or decrease in a linear fashion over an extended period of time.

Although other properties varied, the rate at which the measurable light changed was nearly identical among all 14 quasars, once scientists corrected for the effects of the universe's expansion.

"It's as if there was a dimmer switch on them with someone turning it to the left then the right," Starkman said. "The overall trend was surprisingly consistent."

This consistency of patterns enabled the scientists to accurately calculate the cosmological redshift of one quasar from another.

The researchers tested this capability in two ways.

They fit segments of the light curves, that is, the measured light over time, to straight lines. The slopes of the lines were consistent and appeared to be directly related to the quasars' redshifts.

By comparing corresponding slopes of 13 quasars with a known redshift value to the slopes of one other quasar, the researchers could calculate the redshift of the lone quasar within two percentage points.

In a second approach, the researchers took large sections of the light curves of two quasars and concentrated on the segments that matched most closely. By varying the ratio of the redshifts of the two quasars to try to get the best possible match of the two light curves, they were able to determine the ratio of the quasars' redshifts to within 1.5 percentage points.

Astronomers have used the bright light of supernovae with redshifts up to about 1.7 to measure the accelerating expansion of the universe. A star with a redshift of 1.7 would have been emitting that light when the universe was 2.7 times smaller than today.

Quasars are older and farther away and have been measured with redshifts of up to 7.1, which means they emitted the light we are seeing when the universe was as small as one-eighth the size it is today.

If this method of determining quasar redshifts proves applicable to higher redshift quasars, scientists could have millions of markers to trace the growth and evolution of structure and the expansion of the universe out to large distances and early times.

(AP) ? President Barack Obama's re-election campaign doesn't want to talk about what the Democrat is doing to prepare for the fall debates with Republican Mitt Romney. But aides are readily setting expectations ? and not surprisingly, they want to keep them low for Obama while raising the stakes for Romney.

"While Mitt Romney has done 20 debates in the last year, he has not done one in four years, so there certainly is a challenge in that regard," Jennifer Psaki, Obama's campaign spokeswoman, said of the president on Monday.

With Obama edging slightly ahead of Romney in public polling seven weeks from Election Day, the three October debates could be one of the Republicans' best opportunities to break through with voters. But the high-profile events are just as crucial for Obama, who was an uneven debater during the 2008 Democratic primaries.

In that way, some of the Obama campaign's tactical lowering of expectations is also rooted in the truth. Aides say the structured ? and time-limited ? nature of the debates isn't a natural fit for Obama, who often is long-winded when answering questions during news conferences or town hall-style meetings.

Obama's campaign purposely has been vague about how he is getting ready for the debates and aides refused to discuss details of his preparations publicly.

But those preparations are well under way. Obama has held multiple practice sessions, some with Massachusetts Democrat Sen. John Kerry, who is playing the role of Romney. One of the president's practice spots is at the Democratic National Committee's headquarters a short drive from the White House.

Romney, on the other hand, has not hidden that he's been in the midst of intense debate preparation since early September. That's when aides announced that the GOP nominee would spend much of the week of the Democratic National Convention off the campaign trail huddling with advisers in private debate sessions.

Romney got started early in part to help him get accustomed to the one-on-one format he'll face next month. Most of his numerous debates during the GOP primary featured several other candidates.

The Republican nominee is doing timed, mock debates with Ohio's Republican Sen. Rob Portman playing Obama. Longtime adviser Peter Flaherty is standing in as the moderator, asking questions about both domestic and foreign policy.

Top Romney advisers, including strategist Stuart Stevens, longtime aides Eric Fehrnstrom and Beth Myers, and senior adviser Ed Gillespie, then dissect the sessions.

Among the locales Romney has picked for debate preps are a friend's home in rural Vermont and a Marriott hotel in Burlington, Mass. Obama may also practice at the presidential retreat at Camp David, besides using DNC headquarters.

Obama's campaign has tried to use Romney's intense public preparations to ramp up expectations for the Republican.

"We know that Mitt Romney and his team have seemed to prepare more than any candidate in modern history," Psaki told reporters traveling with Obama in Ohio on Monday. "They've made clear that his performing well is a make-or-break piece for their campaign."

Romney's campaign countered Monday by noting that the president will be the only one on the debate stage in November with experience in three general election debates.

But the Republican nominee, a former Massachusetts governor, has tried to tamp down expectations, too.

During a Friday night flight to Boston, Romney and Portman walked to the back of the airplane to offer birthday greetings to two reporters covering his campaign. "Can you tell us a little bit about debate prep? How's he doing?" a reporter asked Portman. The senator replied, "He's doing great."

Romney, laughing, quickly interjected. Turning to Portman, he said: "Say nothing more."

The candidates will meet for three debates: a domestic policy debate in Denver on Oct. 3; a town hall-style debate in Hempstead, N.Y., on Oct. 16, and a foreign policy debate in Boca Raton, Fla., on Oct. 22.

Vice President Joe Biden and GOP running mate Rep. Paul Ryan of Wisconsin will meet for one debate in Danville, Ky., on Oct. 11 that will touch on both domestic and foreign policy issues.

Hello there everyone. ?It's Jackie here today with a special edition of Sunday Spotlight. ?At the end of June Trixie Scraps welcomed of new group of ladies onto the Trixie Scraps Stars Team (including me) and we wanted to take a moment this month to introduce ourselves to you.

First off, we'll hear from the three new layout artists on the team: Kassie, Jessica, and Helen S.

So ladies, tell us a little bit about yourselves and what inspires your layouts.
Kassie: ?Hey, I'm Kassie and I am addicted to digital scrapping! It all started back in 2006 when I became a mommy to my adorable son, Braden. I wanted to stay home with him, but nap time could get pretty long...So, I started messing around with Photoshop and I fell in love! It became something to just pass the time to my absolute passion! Since then I have welcomed two more wondrful children into the world! Brooklyn who was born in 2006 and Brynlee, born in 2012. I am married to the love of my life and best friend in the world! I just love scrapping all of our wonderful memories together as a family! ?I would say templates, others galleries, and kits all inspire my layouts. I love checking out the galleries to see all the fabulous layouts, and templates are pretty much a must for me- I don't always use them like they are, but it really helps me get the creative juices flowing!
Jessica: ?My name is Jessica. I am a military wife and am so lucky to be a SAHM. My passion is digiscrapping and photography. I've been scrapping for many years, but when we moved didn't have room for my paper scrapping supplies. Which led me to digiscrapping, which I completely fell in love with it! Besides scrapping and photography, I love Disney, walking, the beach, movies, spending time with my family and friends and Patriots football! What inspires my layouts? Definately templates! But if I need more inspiration I'd have to say looking through galleries... I love looking at other peoples awesome work. There are so many talented scrappers out there!
Helen S: ?I'm a 27 yr old mother and wife. I work in a school for children with Autism. I started digital scrapbooking in 2010 when I wanted to scrapbook my daughters first holiday (Disneyland Paris) she was only 4 months old at the time so I wanted to do a photobook of all the things she did. This is what started my obsession love for digi scrapping. ?A few things inspire me, I have been known to like a kit so much I have purposely done something to take a photo to match the kit. I use templates all the time so if I see a template I really love I will be inspired by that to scrap certain photos. And also just photos inspire me, I take thousands of photos through out the year and I want those memories scraped and remember for my little girl.

Nice to get to know you all a little bit better. ?So let's talk favorites now. ?What is your favorite Trixie Scraps kit and layout?
Kassie: ?My favorite kit changes all the time, but I think my favorite one right now is Rise to It. ?Picking a favorite layout is also a tough call, but I think I would have to say my layout using Remembering You.

Jessica: ?Oh gosh, there are so many kits that I absolutely love so it's hard to choose! But if I had to, I'd say Summer on the Boardwalk is ONE of my favs. My favorite Trixie Scraps layout that I have created was this one using Roll With It by North Meets South Studios.

Helen S: ?Oh this is a toughie, my favourite is always what is recent so it's Little Ladybug. I love the colours and the papers are amazing. The elements are just adorable. I will scrap a few pages using this kit. ?I do generally love all my LO's as if I don't like the way the LO is going as I'm doing it I will bin it and start again so I only end up with pages I truly love and are proud of. Again I'm picking a recent page it's my page using Little Ladybug.

Welcome ladies. ?We'd love to know a little bit about you and where you get the inspiration for your layouts.
Helen G: ?I was born and raised in Indonesia. After getting married, I moved to Ohio with my husband in September 2008. We have 2 girls who are 3,5 years old and few days old (who was just born on Thursday, 9/13 ^_^). We are hoping to move overseas in 2013, God's willing. ?I started scrapbooking since 2008 with paper/traditional scrapbooking. Then in 2011 I fell in love with digital scrapbooking. The very first software I used is MyMemories and then last Christmas my husband got me PSE10 as my Christmas gift. I still have a lot of things to learn using both softwares. I love working with templates. Until now, I love both types of scrapbooking, as they have their own uniqueness. ?Besides scrapbooking, I also love exploring and learning how to make cards and some DIY crafts. Spending time with family is my priority and I am a coffee and chocolate lover. My other interests are movies, musics, reading books on my Kindle and traveling/exploring new places. ?Templates and kits are the inspirations for my layouts.
Kim: ?I am 53 years old and I don't work except for watching my grandson sometimes which isn't really a job. ?I love crafting. ?I quilt, do paper crafts, scrapbooking, etc. ?I also love to travel. ?A lot of ideas and inspiration for my layouts comes from jumping in and trying new things. ?I also love to look at galleries to find different techniques and layouts.
Vanda: ?I'm a computer programmer playing at being a stay at home mom after the birth of my second child. ?I have to head back to work soon, but I've enjoyed staying home this summer spending time with my little girl and scrapping. ?When I'm not digiscrapping I really like to knit, spin, and play games of all kinds. ?My inspiration for my layouts almost always come from the stories behind my pictures. ?I really want to scrap not just the picture, but the whole memory that goes with it. ?When I'm scrapping I like to think about the "whole story" not just what the picture captures, and then i go look for the best kit that will help me tell that story. ?The word art that comes with a kit often inspires me alot because it might help me tell part of the story that's not in the picture. ?A couple things that I think are different about my layouts is that i almost never use templates, and I almost always do quite a bit of journaling!

Helen G: ?It's a hard question ?Sibling are Forever, Sunshine Day and Black Tie Event are my favorites so far. But I like all of her kits. ?This is one of my favorite layouts. ?I used Sunshine Day for it.

Vanda: ?My favorite Trixie Scraps kit is definitely Just One Kiss. ?My favorite layout is a tough one but I think I'm going to have to go with "I Love My Blanket" by rdjrneace using All About Me: The Littles. ?I always love layouts that are very different than my own style, and this one is no exception. ?Two things I have a hard time with are white space, and clustering, both things this layout does beautifully. ?And of course I also love it because it captures a very sweet memory.

What are some things we should know about you ladies, and where do your find your inspiration?
Shilo: ?I'm a 30 something mother of 5 (Aged 12 down to 2). I've lived my whole life in Utah and as a kid had only traveled outside of Utah to go to Idaho and Wyoming. I added a few more states to that after I got married. I've been married to my husband for almost 14 years now and I can't remember or imagine life without him. I have a passion for all things crafty and scrapbookie, in fact I spend more money on crafts and scrapbooking than I do on clothes. My 5 kids give me lots to scrap about and I'm only about 8 years behind in all my scrapbooking. I don't really like chocolate on it's own, but I'll never turn a candy bar down. I hate housework and never seem to be caught up on laundry. I can't leave the house without my cell phone, but that's only because it also serves as my mp3 player. I enjoy baking, but hate the cleaning up and the fat it adds to my body. I'm excited to be a part of the TS team and have enjoyed my time so far! ?My inspiration usually comes from seeing other layouts in various places online and in magazine. Sometimes just the picture itself will inspire a layout and at times it plain comes down to feelings. I have a super hard time keeping a journal, but I figure my scrapbooking can serve as a journal if I put enough thought and feeling into a page.
Jackie: ?I'm 28 years old and originally from Toronto, Ontario, Canada, but recently relocated to Halifax, Nova Scotia, Canada with my boyfriend. It is gorgeous out here by the ocean and I am loving the city so far. ?I live with my boyfriend in a 2 bedroom apartment, with no kids or pets. I have a very large extended family back in Ontario though that I love to scrap about. ?I am currently working with an insurance company in their customer service department. With my spare time, I enjoy crafting of many varieties (crochet, knitting, sewing, card making), reading, cooking, and volunteering for a non-profit organization called Destination Imagination (or DI). DI offers programming to students from kindergarten through university that emphasizes the development of creativity, teamwork, and problem solving skills. As a former participant, I know first hand the benefits of the program, and love making it available to kids. Each year in May the Global Finals tournament is held in Knoxville, TN, and I am usually lucky enough to attend as an appraiser. It is amazing the things that kids can come up with and put together completely on their own. ?I have been paper scrapping for about 5 years, and digi scrapping for just over 7 months. ?I tend to mainly take my layout inspiration from the photos I am scrapping. ?Sometimes though, there is a kit that just calls out for me to use it, and in that case it becomes all about finding the perfect photo to use with the kit.

Shilo: ?It used to be All About Me: The Littles , but after last Monday's release of Little Ladybug - I have a new fave. My nickname growing up was Shilo Bug and it was always associated with Ladybugs. ?It's hard for me to choose a favorite from another person because there are soooo many incredibly talented people out there. Everyone constantly amazes me and I think it's one reason I enjoy doing Saturday With The Stars so much - it gives me a chance to show love to the team. ?So, I feel funny showing off my own work, but here's my favorite TS layout I've done so far, using Apples for Teacher.

Jackie: ?The Trixie Scraps kit that I seem to come back to over and over again is Defining Me. ?I just love the colors. ?I recently got my hands on Rise to It though, and while I haven't had the chance to create a layout with it yet, I can definitely see it becoming a new favorite. ?There are way too many awesome layouts created by others for me to narrow it down to just one favorite, so I'll share with you my favorite layout that I have created with a Trixie Scraps kit. ?I made this layout of my sister for a speed scrap, and I really love the way it turned out. ?The colors in the Partini in Paradise kit really make the page pop for me.

PR Society-National Capital is Undemocratic, Diffident, Apathetic

The PR Society?s biggest chapter by far, National Capital, is wracked by undemocratic practices and has served as a footstool for national leadership for far too long.

We have hopes that it will change this year because NCC president is Suzanne Holroyd, Ph.D., director of communications, Secretary of Defense Sexual Assault Prevention and Response Dept. She holds the new APR for military communications (APR+M).

Holroyd responded with e-mails today saying that NCC should be ?on record on this important issue? but wants to withhold any statement until taking it up with the board Thursday. We have asked her to call with the board?s decision and any comment early Friday morning.

The Dept. of Defense is not noted for standing down when basic American liberties and freedoms are at stake including freedom of the press. On the contrary, it fights for such rights.

Also germane is that Holroyd has a Ph.D. in political science from the University of Southern California. About all we see going on at PRS are politics, politics and more politics.

If you?re wondering why Diane Gage-Lofgren of Kaiser Permanente is conducting the Oct. 13 afternoon Assembly session you have only to note that the $47 billion healthcare giant is the ?premiere sponsor? of the conference.

Gage-Lofgren is speaking out of both sides of her mouth when she says at one point that the three-hour session will be an ?unconference? where delegates can pick their own topics but then adds that it will be highly structured with only one topic allowed?how to build membership and income.

Instead, the major topic should be shifting more funds to the chapters where most of the PRS action takes place, as numerous polls have shown. Average chapter dues are only $55 while national dues are $255 -- nearly five times as much.

Gage-Lofgren is a member of the Arthur W. Page Society where ?telling the truth? and ?proving it with action? are the main principles. She does not return our phone calls or e-mails. We wonder what KP CEO George Halvorson makes of KP?s association with PRS? He is a leader in healthcare and the author of books on it. Perhaps KP has a unit that can tell right from wrong.

Chapter-only membership ought to be the chief topic Oct. 13.

Chapter Leaders Have Sold Out

Far too much power and money have flowed to national and this has been allowed by chapter leaders who sell out to national for all sorts of baubles including the free weekend in New York each June and appointments such as head of one of the 30 national committees, Silver Anvil judge, speaker at a national conference, etc., etc.

There is also the fear of incurring h.q.?s wrath by being a dissident.

Counselors are stroked by the new biz leads that flood into PRS h.q. The ?number one request? that h.q. gets every month is ?where can I find a PR firm?? said a publication of the Counselors Academy. Who gets those tips?! The O?Dwyer website posts more than 150 RFPs a year.

NCC has nearly 1,500 members in its area and has 14 delegates who have been picked to go. Actual chapter membership is about 1,150.

Delegates Missing from Web for Months

The delegates? names were not been on the NCC website from June to this past weekend. They were inadvertently left off during a web re-make. No one noticed or complained until this reporter did, which indicates lots of apathy in NCC despite its big numbers.

Unidentified Assembly delegates is a scandal at PRS because PRS won?t release the national list to anyone but the delegates who have to sign for it. The national list isn?t even compiled until mid-August each year, a flip-flop from the previous bylaw that said delegates had to be elected by Dec. 1 of the previous year. The national list previously was available to reporters as well as members.

Holroyd ought to speak out against that practice. No democracy in the world has a secret legislature.

12 of 14 NCC Delegates are APR

Another abusive practice of NCC is allowing a disproportionate percentage of delegates to be APR. Since only about 200 of NCC?s members are APR out of 1,150, only 20% (three) should be delegates.

Twelve of the 14 delegates slated to go to S.F. are APR. In 2010, when the Committee for a Democratic PRS was seeking publicity on its drive to let non-APRs run for national office (for the first time since the 1970s), NCC under chapter president Jeff Ghannam refused to report the Committee?s existence on the NCC website.

None of the chapters did, as far as we could determine. They were and continue to be under the thumb of national (i.e., politicized).

Tracy Schario, NCC president in 2006, led national?s battle against the bylaw proposed by Central Michigan that would establish the Assembly as the supreme authority of PRS, modeling it after the houses of delegates of the American Bar Assn. and American Medical Assn.

Schario told the Assembly that all 13 of NCC?s delegates (12 of them APR) would vote against the move.

She said it would ?turn Society governance on its head,? involving the Assembly in day-to-day operations. CM Delegate Mark Holoweiko, the only one speaking in favor of the proposal, said the Assembly would set policy and not get involved in day-to-day business.

He branded as ?lies? claims by national that the Assembly already had the powers it sought and that all delegates would have to get directors? insurance. There was no mention of the CM proposal in Tactics or Strategist and only the words in the agenda on the proposal were ?Role of the Assembly.?

National, although it sends numerous blast e-mails to members, would not let CM e-mail the membership. National similarly refused to let the Committee for a Democratic PRS e-mail the membership in 2010.

Holroyd should protest such policies.

APR Politics Rules in the Assembly

An Assembly that is 70% APR is never going to ditch the APR rule that bars non-APRs from national office and the Ethics Board, relegating them to second-class citizenship. Prospective members are not warned about this.

NCC argues that their delegates are ?elected.? But we argue that the chapter should limit APRs to the proportion of its members since otherwise the Assembly delegation is unrepresentative of the members. An Assembly that is 82% non-APR would quickly ditch the rule blocking non-APRs from national office and no doubt institute many other reforms.

Numerous abuses have taken place under the APR rule, the chief one being allowing too much power to gather at h.q. The APRs have squandered millions of dollars of members? money including losing $2.92 million on the program from 1986-2003, moving h.q. downtown and out of reach of New Yorkers, and virtually eliminating New York as the site of the annual conference.

Information-blocking tactics have proliferated including withholding the Assembly transcript since 2005; withholding the delegate list since 2005; cancelling the printed members? directory without any input from the Assembly and refusing to provide a PDF of the directory to members who want it; removing the single list of chapter presidents from the website as well as the names and contact points of all but about nine staffers.

Holyrod, NCC Should Practice Democracy

Those who get the APR-M supposedly gain ?knowledge, skills and abilities above those of your peers to become a trusted counsel to the commander with the background and experience to make well-informed decisions??

The previous statement is a violation of the guidelines of the Universal Accreditation Board that say APR must not be used for competitive purposes. APRs are not to hold themselves out as better than non-APRs. Violation of this rule will result in removal of the APR, says UAB.

Holroyd, as head of the biggest chapter, has enough clout to get national leaders and staff to rescind their anti-American policies especially interference with press coverage of the national conference which has been condemned by the National Press Club and many others. http://bit.ly/p0jJuj

Sure, all the talk of late is about Apple's shiny new iPhone 5, but let's not forget the company also unveiled a slew of fresh iPods back at the Yerba Buena Center this past week. And while the Cupertino outfit's had the music-friendly lineup for pre-order on its website from day one, folks can now start placing orders through Amazon as well. The only bad news is the revamped iPod touch shows an estimated shipping time of 3-5 weeks, while the "renanoed" nano and the tiny, colorful shuffle are both expected to be shipped in 2-5 weeks.
